The milestone year that started it all. Prior to 1959, thoracic surgery did not exist as an independent entity in the country; it was merely a subset of general surgery.

  • The Birth of PATS (April 8, 1959): The Philippine Association of Thoracic Surgeons (PATS) was officially inaugurated. The historic first induction ceremony was held at the Club Filipino.
  • The Inducting Legend: World-renowned American cardiothoracic pioneer Denton A. Cooley flew to Manila to serve as the inducting officer and was named the very first Honorary Fellow of PATS.
  • The First Executive Roster: Dr.  Angel I. Reyes was inducted as the First President of PATS. He was flanked by Dr. Cristino Lazatin (Vice-President), Dr. Adolfo Baviera (Secretary-Treasurer), and Council Members Drs. Oscar Jacinto, Clemente Calma, and Benjamin Belmonte.

The second year of the association was dedicated entirely to building a robust professional workforce and centralizing academic interest.

  • The Second Presidency of PATS: Enrique M. Garcia took the helm as the society’s second president. Dr. Garcia was a brilliant pulmonary specialist based out of the Quezon Institute.
  • The Membership Surge: Under Dr. Garcia’s watch, a massive effort was made to recruit and consolidate every practicing thoracic surgeon nationwide under the PATS banner. By the end of 1960, the vast majority of local chest specialists were unified under a single academic umbrella. His monumental impact is why the annual PATACSI Memorial Lecture is named in his honor today.

With the membership base rapidly expanding, 1961 saw a shift toward aligning local operating standards with international guidelines.

  • The Third Presidency of PATS: Fortunato M. Guerrero assumed office as president.
  • Pioneering Resection Data: Guerrero focused heavily on standardizing surgical techniques for tuberculosis—the absolute scourge of public health in the 1960s. His term was marked by the collection of multi-hospital surgical logs to analyze morbidity rates following complex lung resections (lobectomies and pneumonectomies), establishing the first local peer-audit system.

This two-year period was characterized by a distinct clinical focus on perfecting closed-heart surgical techniques on domestic soil.

  • The Closed-Mitral Valvulotomy Push: Because open-heart bypass technology was still extremely scarce and expensive locally, surgeons focused heavily on perfecting the closed-mitral valvulotomy—blindly inserting a finger or a mechanical dilator through the wall of a beating heart to split open a fused mitral valve caused by Rheumatic Heart Disease (RHD).
  • Expanding the Training Blueprint: During these years, the senior council members mapped out the earliest residency rotations, connecting university centers like the University of the Philippines-Philippine General Hospital (UP-PGH) and the University of Santo Tomas (UST) Hospital to share clinical knowledge.

To stabilize the association’s long-term legislative goals, the society called upon its foundational pillar for a second executive term.

  • The Sixth Presidency of PATS: Enrique M. Garcia returned as president.
  • Lobbying for Public Infrastructure: During his 1964 term, Dr. Garcia began aggressively utilizing his political and academic influence to lobby the government for dedicated public infrastructure to treat the country’s overwhelming pulmonary crisis. This critical year sowed the conceptual seeds for what would eventually become the Lung Center of the Philippines.

  • The Seventh Presidency of PATS: Cesar A. Millar was elected to his first term as president.
  • Mastering the Esophagus: While lung surgery was standard, Dr. Millar brought massive clinical focus to advanced esophageal resections and reconstructions for corrosive strictures (often caused by accidental lye ingestion) and esophageal cancer. His pioneering techniques in mobilizing stomach or colon tissue into the chest cavity became the golden standard for local trainees.

  • Advancing Pediatric Cardiopulmonary Bypass: Local surgical and perfusion teams aggressively expanded their focus toward complex pediatric open-heart surgeries for congenital heart defects. They highly refined techniques like profound hypothermia and circulatory arrest, safely cooling an infant’s body temperature to allow the microscopic repair of internal heart structures.
  • Laying the Blueprint for the Lung Center: Behind the scenes, the immense pulmonary surgical volume managed by Dr. Teotico and his colleagues at the aging Quezon Institute provided the concrete clinical justification and data needed for the government to eventually build the standalone Lung Center of the Philippines.

  • The Echocardiography Boom: This year marked the mainstream integration of M-mode and early 2D Echocardiography (ultrasound of the heart). For the first time, clinical heavyweights like Dr. Ludgerio D. 1965: EXPANDING REGIONAL REACH UNDER DR. ALFREDO C. BALDERRAMA

The mid-1960s brought a strong realization that advanced chest surgery was dangerously isolated within the capital city.

  • The Sixth Presidency of PATS: Alfredo C. Balderrama assumed leadership.
  • The Provincial Surgical Missions: Balderrama initiated the earliest recorded provincial surgical caravans, where Manila-based PATS fellows traveled to regional public hospitals to perform complex thoracic triage and educate rural general surgeons on managing basic chest trauma.

1966: THE RISE OF MODERN ESOPHAGEAL SURGERY UNDER DR. CESAR A. MILLAR

This year was defined by a major scientific expansion into the gastrointestinal aspects of thoracic medicine.

  • The Eighth Presidency of PATS: Cesar A. Millar was elected to his first term as president.
  • Mastering the Esophagus: While lung surgery was standard, Dr. Millar brought massive clinical focus to advanced esophageal resections and reconstructions for corrosive strictures (often caused by accidental lye ingestion) and esophageal cancer. His pioneering techniques in mobilizing stomach or colon tissue into the chest cavity became the golden standard for local trainees.

 

1985: STABILIZING THE RANKS UNDER DR. CESAR A. MILLAR

The middle of the decade saw the society rely on proven experience to manage training structures during intensifying socio-political volatility across Manila.

  • The Second Term of an Icon: Cesar A. Millar returned to serve a historic second term as President to safeguard the national residency pipeline and keep the operating rooms of the PHC and PGH fully insulated from civil unrest.
  • The Clinical Baseline: Under his watch, the society successfully protected local training quotas, standardizing multi-vessel coronary artery bypass grafting (CABG) and complex valve re-operations as routine procedures despite severe hospital budgetary cuts.
